Contrary to NYSUT's strong recommendation, Commissioner King announced at the last Regents meeting April 23 that he will be proposing to the Regents in June that they adopt a Value Added Model (VAM) for use in the 2012-13 teacher evaluations. Adoption of a Value Added Model will increase the value of the state growth subcomponent from 20 to 25 percent for grades 4-8 ELA and math teachers.
The Regents agenda item with his recommendation was not posted prior to the meeting. In addition to taking a position contrary to NYSUT’s on this issue, the commissioner has also ignored the recommendation of his own metrics work group, which includes representatives of all the stakeholder groups. Many of the Regents were unaware of the proposal prior to the meeting and unsure of its impact. Regents Rosa, Cashin, Tilles, Bennett, Phillips and Bendit raised questions and concerns about the proposal.
The Commissioner justified his recommendation by asserting:
1) that districts negotiated their evaluation systems assuming there would be a VAM measure, and it would be an unfair burden to expect districts and their locals to renegotiate 20-percent scoring bands at this point; and
2) the additional variables in a VAM model will improve the growth component measure while not resulting in any harmful unintended consequences
